On: Kidnap of Sukma District Collector: The Changing Pattern of State Response.

  Abstract The Naxalite Movement resorted to kidnapping as a part of their politics of resistance from late 1980s. The State immediately responded to the demands and got the hostages released. After a long debate, the Peoples War reconsidered the method and almost decided to give up this method. The method got revived in 2011 with the kidnap of Malkangiri Collector and asked for mediation. The Orissa government responded with certain urgency. In the recent kidnap of Sukma Collector in Chhattisgarh, the State looked reticent and was neither anxious nor responded to mediation. The Maoist party is also debating on this method of resistance. The lecture will mainly focus on the changing pattern of mediation and State response. This is mainly sharing of experiences of a mediator who mediated in three kidnaps and one major peace initiative in Andhra Pradesh.  ]]>
